Curhouse is ariding of Armada. The riding is a democracy ruled by the Democratic Council, which oversees an orderly system of courts. The only member of the council named in the novel is a woman named Vordakine.

The Curhouse council is opposed to the Lovers' commandeering of Armada's route, and attempt to do something about it along with Dry Fall's Brucolac.
